My friend Dave Herbert has a post over at National Journal's defense and diplomacy blog making sense of all those curious Kazakhstan ads dotting Washington.  Dave writes:

The ads, topped with a photo of an optimistic-looking President Nursultan Nazarbayev, bemoans the 500 or so nuclear weapons Moscow tested in Kazakhstan during the Cold War and highlights the country's disarmament efforts. Kazakhstan is one of 47 countries attending the April 12-13 summit, which will focus on securing loose nuclear material.

Kazakhstan inherited 1,410 nuclear warheads after the collapse of the Soviet Union, making it the fourth-largest stockpile in the world at the time. But Astana turned those warheads over to Moscow by 1995. The government also destroyed the major Soviet testing facility at Semipalatinsk in 2000.

What Dave doesn't mention is that President Nazarbayev will be getting some much-coveted face time with President Obama.  And according to Joshua Kucera, writing for EurasiaNet, the two leaders won't just be talking nukes.  Not only do insiders expect Obama "to press Nazarbayev on the treatment of a Kazakhstani human rights activist," but the two will also discuss possible Kazakh expansion of the Northern Distribution Network, "a web of road, raid and air links that ferries military supplies to US and NATO troops in Afghanistan."  Kazakhstan may have an abiding commitment to a nuclear-free world, but if I had to guess, I would say it's the Afghanistan transit routes that got Nazarbayev the meeting.
