Congressman Tom Perriello made a number of really insightful remarks on U.S. policy toward Iran, but one concept which he discussed extensively was  legitimacy.  In Perriello's view, the perception of legitimacy is a key requirement for American action overseas.  In the context of Iran, most of the attention paid to this issue been at the international level, mostly because the Obama administration has taken such pains to line up the key international players behind its diplomatic strategy.  First to engage the Iranian government in hopes of reaching a mutually-acceptable resolution to long-running tensions, and then to pressure the Iran, once it appeared unwilling to accept the International community's position.  

Perriello added another dimension to the question of legitimacy: how international actions are perceived within Iran, by Iranians.  Using the issue of sanctions as an example, Perriello stressed that the effectiveness of sanctions rests on how those sanctions are perceived within Iran.  If those sanctions are perceived negatively, as placing an undue hardship on otherwise sympathetic Iranians, then the regime can easily seize on them to strengthen its own legitimacy, and attack the international community as self-righteous.  If, on the other hand, international efforts to pressure the regime incorporate an understanding of how those actions are perceived, then they can serve to isolate the regime, defining it as intransigent or oppressive.
