Honoring Mariusz Handzlik Posted by Michael Cohen

Last weekend, Poland's President, Lech Kaczynski, and many of Poland's top political and military leaders were killed in a tragic plane crash in Russia. Among those died was Mariusz Handzlik, undersecretary of state in the office of the president. Josh Spero, an associate professor of political science at Fitchburg State College in Massachusetts knew Handzlik well and has shared a few thoughts on him for DA.

The stunning loss on 10 April 2010 of so many Polish leaders, traveling in Russia to commemorate the 70th Anniversary of the Soviet Katyn massacre of Polish officers, compounds the Republic of Poland’s bittersweet history. Frequently reconciling itself between tragic conflicts and momentous triumphs, Poland’s peaceful post-communist transition to democracy epitomizes the past two decades. Today, this twenty-first century middle power democracy endures as a bridge between what often witnessed the bitter European territorial divide.

Tragically, once again, Polish society grieves at home and abroad, as so many join them globally, in commemorating the deaths of nearly 100 of Poland’s contemporary and historic legacy for its democratic transition. The President and First Lady of Poland, and dozens of parliamentary, presidential, military, foreign policy, and financial leaders, along with several Solidarity icons from the movement’s earliest days, shockingly lost their lives. In some ways, such a heavy loss of so many from the Polish leadership signifies an end of an era for this bittersweet country. As the tragic and bitter combine, yet again, the Republic of Poland determinately forges ahead as a flourishing democracy, building on the legacy from those lost to continue its pivotal middle power bridging role in Europe.

Amid the tributes being paid and the memories now enshrined that emerge from this tragedy, one young man, just 44 years old, one of the Polish President’s aides, leaves an enormous, wonderful, and powerful legacy to the country he loved. Mariusz Handzlik always raced through life, on a personal mission to help others so they could help themselves – and build Poland’s democracy and its foreign policy. So often behind the scenes for so long, everyone knew him from his early twenties because of his passion, humility, determination, candor, and affability. Educated at the foremost Catholic University of Lublin, protected under the long aegis of Pope John Paul II, Mariusz Handzlik wanted to make a difference for Polish foreign policy. 

Once he decided not to seek the priesthood and found his calling as a public servant, Mariusz knew that he had to find a place among the Warsaw foreign policy elite. He always told me that he felt like an outsider because he hadn’t come up through the Warsaw hierarchical ranks. Remarkably, over our nearly twenty year friendship, from his earliest days and the challenges he faced to make his mark behind the scenes as advisor and policymaker, Mariusz Handzlik always exemplified the classic Polish adage, “for your freedom and ours.”

This young, dynamic, and persevering “outsider” from Lublin became one of the most important foreign policy advisors for such myriad Polish prime ministerial and presidential leaderships as Suchocka and Walesa, Krasniewski and Kaczynski. He became more visible in these last years, often carrying out Polish foreign policy abroad in senior posts, but, for those who knew him – knew of the great struggles he overcame personally and professionally to succeed, he always personified humility.

He always dedicated his life to his work, often at great sacrifice for all of the years spent traveling across Poland, Europe, the United States, and internationally. However, those who worked with him, broke bread with him, and became his life-long friends, as well as closest colleagues, we also knew of Mariusz Handzlik as the great patriot and kind-hearted soul from a small town just outside of Lublin.

His career achievements as part of path-breaking foreign and national security policy teams of staffs and policymakers underscored major triumphs for Poland and beyond: Building new and progressively impactful ties to European and Eurasian nations, gaining NATO and European Union membership, advancing European integration, healing rifts to strengthen the Polish and American Jewish and Catholic communities, countering terrorism, countering proliferation; the list is extensive.

We spent a great deal of time working together. We helped one another to press ahead on new career paths in the early 1990s, frequently walking the streets of Lublin, Warsaw, Washington, and New York, talking intently and hopefully. We worked closely together in the Pentagon and Polish Embassy in the latter 1990s. We set in motion many ties and policy possibilities as part of the vibrant and forceful Polish-U.S. relationship that blossomed so strongly. By the late 1990s, my U.S. national security colleagues and I always expected to see Mariusz in most meetings across Washington.

After I transitioned from government to academia, Mariusz continued his non-stop efforts to better Polish national security. He helped formulate policy with Presidents and Prime Ministers, as much as he worked quietly and diligently with the advisory staffs through which he rose to become such a trusted aide. He never forgot his roots and how to treat people honestly and decently. He was pivotal for a bridging country like Poland, one that always contributed its forces to U.S.-led and multilateral military operations globally. Such leadership followed the path that Poland demonstrated for the peaceful post-Communist Central and Eastern European transitions. These are certainly the enduring legacies Mariusz left for his country and internationally.

So, it is with great sadness and, now, fond memories, that we pay tribute to the enormous talents and the spirits for democracy lost on that plane over Smolensk. So many keep democracy alive in their daily, important work for the Republic of Poland today, thankfully. A global community mourns such tragedy. Knowing that kind-hearted, deeply moral, and dedicated souls like Mariusz Handzlik became part of that Polish democratic legacy of change and transformation over the past two decades bears witness to his fervent and, yet, quiet symbol.
