The President's Goal

The President sets out by justifying America's presence in terms of the persistent threat posed by terrorist activity in the Afghanistan and Pakistan region.

America's goal?

"These facts compel us to act along with our friends and allies. Our overarching goal remains the same: to disrupt, dismantle, and defeat al Qaeda in Afghanistan and Pakistan, and to prevent its capacity to threaten America and our allies in the future."

Still, it would have been nice to explain why an effort to reverse momentum against the Taliban is integral to that goal.

I would say USA and other developed countries should drop some more forces to Afghanistan, as much as possible, and eradicate the talibans from the surface of the earth forever. But, US troops should not stay in Afghan-n for a long period of time after the eradication, as it may lead to civil war.
Regarding the IRAQ - it wouldn't be wise to send some more troops, instead, they must begin to leave the country slowly for the nation of Iraq.
