The Secretary Of State's Other Job Posted by David Shorr

With a new administration, we have a new "top diplomat" serving as our chief representative to other nations and the president's senior adviser for foreign policy. But she has another set of duties that aren't usually at the front of our minds when we think of the Secretary of State. Secretary Clinton is also the leader of a large agency responsible for conducting our relations with the rest of the world. Charlie Brown of Undiplomatic has an excellent review of the organizational agenda for Secretary Clinton's stewardship of the department, but I'd like to stress a few points.

At her welcoming event at State, Secretary Clinton said that "At the heart of smart power are smart people." I would only add, "and enough of them." As the new administration works to rebalance defense, diplomacy, and development in our foreign policy, the inidicator to watch is the rate of growth in State and USAID personnel. As Derek Chollet, Vikram Singh and I wrote in last month's Foreign Service Journal, the essence of the problem of weak civilian capacity an inadequate workforce to mend our relations with others and promote American aims in an increasingly complex world. There are many items on this agenda: post-conflict reconstruction, increased foreign assistance, public diplomacy, bureaucratic streamlining... But the foreign policy equivalent of "infrastructure investment" is significant growth in the size of our foreign service (including the USAID foreign service). I should mention that the previous administration supported and sought such growth, Secretary Clinton should take their failure to make more progress as a sign of how difficult this is to accomplish. As this memo from the American Foreign Service Association explains, the Bush Administration struggled to add few hundred new positions each year when the total need is several thousand.
