Fishing Without A Tackle Box

My colleague Pat picked up on the recent chatter related to Secretary Clinton’s use of the term “smart power” during her senate confirmation hearing last week. To quote Senator Clinton:

We must use what has been called smart power, the full range of tools at our disposal — diplomatic, economic, military, political, legal, and cultural — picking the right tool or combination of tools for each situation. With smart power, diplomacy will be the vanguard of our foreign policy.

Pat was correct to point out the concept debate regarding what “smart power” defines is irrelevant: Let’s just use the tools we have and try to avoid the preeminence of military power over other policy options.

But what are our other policy options?

One of the problems with the Bush Administration’s foreign policy is not that they just avoiding using non-military policy options, it’s that these policy options were never developed. Concerns about the lack of civilian participation in reconstruction work and political development in Iraq and Afghanistan go back to President Bush’s first term. And the concerns about the lack of representation of civilian agencies continued until the last year of his administration. Maybe the Bush Administration had to use military reservists to do the work traditionally done by civilian experts because there wasn’t any serious efforts to create institutional capacity or coordination amongst various federal agencies.

Conceptually, the Bush Administration had developed a platform for civilians to work in critical countries like Iraq and Afghanistan. They’re called PRTs, or Provincial Reconstruction Teams. They’ve been around in some form since late 2001 in Afghanistan at the beginning of the war, but two terms later, the Bush Administration had failed to provide a coordinated interagency process where civilians and military personnel could efficiency work together.

We need to be aware that the new administration will not only inherit a variety of foreign policy challenges, but they will also inherit a federal bureaucracy that has been neglected and inadequately resourced for the tasks at hand. Perhaps Secretary Clinton’s wish to use “smart power” in the future will materialize with changes in management and budgetary priorities.

Before we have too many more of these smart commentaries on how smart we would be to use smart power and smartly rebuild all the parts of the State Department that a smart administration would, I'd like to see someone here acknowledge that what they are asking Sec. Clinton to do is repudiate President Clinton's record in this area.

State was sidelined with respect to high-level policymaking during Bush's first term, but its capacity to engage in nation-building and other non-military force projection was most severely attenuated while Clinton was President. Its position relative to the Pentagon in American foreign policy was badly weakened under Clinton as well. No one has ever persuasively refuted Dana Priest's writing on this subject.

Of course, Bill Clinton's record is not necessarily Hillary Clinton's record. Hillary Clinton was not a factor in her husband's administration as far as foreign policy was concerned, which naturally made her case for running foreign policy now. Nevertheless, it might be prudent to advance big ideas as to how State can be re-enabled to reclaim some of its lost capacity with a caveat having to do with how it got disabled in the first place.

I would say that the Bush administration's initial response to the Indian Ocean tsunami was initially quite niggardly , but Bush & Co. eventually got its act together and the U.S. Navy in particular performed very effective relief operations in Indonesia...
