Foreign Policy Priorities And The Legitimacy Agenda Posted by David Shorr

Eric Schwartz of Connect U.S. has opened the floor for nominations of the top foreign policy priorities for the new president. Eric's own prefatory post is a good overview of America's legitimacy agenda itself. He breaks the challenge down into three parts: taking the hint when US positions are swimming against the tide of world opinion; recognition that legitimacy is fragile; and doing much better at practicing what we preach.

DA founder Suzanne Nossel and I have written an in-depth look at legitimacy challenges to the US for the near and longer term. I'll talk more about that once the Stanley Foundation has released it. Meanwhile, I'll nominate some priorities.

It was a fascinating exercise to imagine what steps over the next ten years would solidify America's position as a pillar of the international community. For me (and I won't speak for Suzanne here) it led logically toward identification of some priorities. Eric Schwartz asked for three priorities; I'm going to cheat and list four:

1. Straightening out the detainee mess. Closing Guantanamowould be an important symbolic step, but of course there's much more to be untangled -- rendition, interrogation standards, accountability at more senior levels...
2. Engaging Iran. Not talking is not an option; it's merely a reckless collision course. The agenda is clear: intrusive inspections to verify to safeguard against a military nuclear program; cooperation with other regional players to stabilize Iraq;and an end to support for terrorist groups in the region. A crucial early step is to convincingly disavow regime-change as a US policy objective.
3. Boosting the legitimacy of globalization. Unless the global economy delivers more gain and less pain, it faces the threat of being undermined by protectionism and trade wars. This means strengthening the social safety net for workers here at home, successfully concluding the Doha" development round" of trade talks by reaching terms with the G-20, boosting labor & environmental standards around the world, and achieving the Millennium Development Goals.
4. Deep cuts in our nuclear arsenal. As the US struggles to keep more countries from acquiring nuclear weapons, we will come under increased pressure to live up to our own NPT obligation to disarm. Within the decade, we should aim to reduce to a minimal deterrent (at most 200 warheads). The place to start is a US-Russian agreement to go to 1,000, a thorough reassessment of nuclear doctrine, and adoption of a no-first-use pledge.
