This Session (whew, this is a lot of blogging -- is this what it feels like to be Matt Yglesias?) is titled "What Can Outsiders Do?" and is moderated by Antonio Aranibar, the General Director of the Andean Community of Nations.

Fernando Valenzuela, the Ambassador to the Headof the Delegation of the European Commission to the United Nations, tells us the major development in Latin America is the disappearance of military coups.  Between 1930 and 1980, there were 104 changes of government because of coups.  In the past, every time there was a crisis, there was a military coup.  These countries are learning not to pull the trigger (literally) every time society falters.

It occurs to me, layman that I am, how extraordinary this time is.  Mere decades ago, these countries were all run by military strongmen.  The region was a mess.  Today, we see an almost totally democratic region.  And it's been accomplished not through hasty and blunderbuss "democratization" at the barrel of a gun, but through the careful, persistent, and well-financed pressure and cultivation by multilateral institutions, and the U.S. -- more Kennan, less Wolfowitz.

The international interventions over the last decades by the U.S. and the OAS, Valenzuela argues, have been fundamental to change.  There was only one coup in Latin America since 1990, and that was Haiti.  Fujimori's coup in Peru didn't count. 

Unfortunately (and here's where your ears should prick up) in recent years there's been some slippage, such as when the U.S. and some other countries hesitated with regard to the "April Crisis" in Venezuela.  So the U.S. has lost some moral authority in the region.

Arturo Valenzuela  (same last name), the Director of the Center for Latin American Studies at Georgetown University, argues that the major actor is the region itself.  Internationally, any country that backslides on democracy will find itself the subject of disapprobation, more than any time in the past.  And this is good. 

Cohesion, at the end of the day, he says (and he says it like it's italicized), is the best thing.  The region needs to think of itself as neighbors, as a community, so the fruits of development can be most equitably distributed among the population.
