The Deeper Meaning of the Nuclear Summit Posted by David Shorr

A lot of really good analysis and reporting on the nuclear summit from Steve Clemons, both on his blog and in Politico. Steve gives a very interesting read-out from a dinner Vice President Biden hosted with twelve of the leaders taking part in the summit:

From early reports, there was significant receptivity among the delegations represented -- even when it came to some tough talk discussion about strengthening verification and consequences for violations. One attendee reported to me that there was "a very positive and constructive atmosphere."

This is significant -- because some of the nations represented are among those that might be driven to either begin building their own fissile material production capacity, or to acquire WMDs of their own if they don't see a major correction to the eroding global commitment to non-proliferation.

Steve is right about the positive direction in which this points.

As I heard Steve say on Stand Up With Pete Dominick, this kind of engagement begins to counterbalance the usual pattern that nations gain attention and stature by threatening to proliferate, rather than refraining. The countries represented at the Naval Observatory are also some of the swing voters of international politics, on nonproliferation and many other issues.

And it will indeed by very important to convince a broader segment of the world community that there must be consequences for violations of the Nonproliferation Treaty. Enforcement of the nonproliferation norm has been viewed as an American pet peeve. But in reality, overly patient diplomacy is no more effective than bluster in keeping countries from developing nuclear weapons capabilities.

Steve notes the "strategic depth" to the nuclear policies, including highly effective interagency teamwork. He also highlights the ongoing challenge of defusing Iranian paranoia over regime-change (though on the other side of the issue, Joel has a post stressing the dilemmas of Iran's internal political turmoil). As I see it, we'll have strategic depth to thank for the enactment of sanctions as a consequence for Iran's failure to implement the October uranium transfer deal -- if you take strategic depth as a fancy term for dogged diplomatic full-court press.
